How to make sure that the new users read the rules!

Maybe if you can have a list of all the rules once they are regestring and they must read it and at the end they gotta say that they agree with the rules, but to make sure they really ead it not just scroll down and click i agree lol, maybe you have some quiz about the rules and they gotta answer them for example: can you spam? yes/no. Or soemthing like that. what do you think about the idea guys?
